You need to have the newest ADM-files to be able to manage new functionality in Windows XP. Go and copy the *.adm-files off a Windows XP (SP2) computer from %windir%\inf into your domain controller's %windir%\inf folder. If you now create a new GP, you will be able to select new settings (like firewall settings).

You could also download the free Group Policy Management Console (GPMC) from Microsoft:
http://www.microsoft.com/downloads/details.aspx?FamilyID=0a6d4c24-8cbd-4b35-9272-dd3cbfc81887&DisplayLang=en

and install it on a Windows XP machine. With GPMC you can manage your Group Policies from a client (and even get a load of other features like HTML reporting - have a look at it!).
