Slow link detection ( Login scripts)

We have been doing some basic login scripts on client machines. The DC
is a Windows 2003 R2 server. The clients are a mix of XP, 2000 server
and 2000 professional. According to the KB

the login scripts shouldn't execute when a slow link is detected.
The network is a satellite link with a RTT of 600-700msec. Which
constitutes a slow link.But when I login into a client machine, we see
that the login script still does execute.( on all clients)
Why would it be?
All suggestions appreciated.
