PROBLEM-policy not reaching XP Pro wkstn

On my server I launched gpedit.mmc, then....User
Configuration/Administrative Templates/Control Panel/Display and set the
following:

Hide Screen Saver tab (to Enable)
Activate screen saver (to Enable)
Screen saver executable name (to %SystemRoot%\InActiveOff.cmd)
Screen Saver timeout (to the number of seconds of inactivity before the user
is logged off). I set this to 7200

These settings are supposed to remove the Screen Saver Tab from the display
properties on the workstation and log the workstation off after 7200 seconds
of inactivity.

After completing the above steps on the server, I ran gpupdate on the
workstation but the Screen Save Tab is still visible.

Evidently the group poolicy is not set/sticking correctly.

As I am completely new to GP, can someone send me some troubleshooting
pointers.

Thanks.
