When I try to edit the default domain controller policy, I expand
Computer Configuration, Windows Settings, Security Settings. Under
Security Settings, there should be a User Rights Assignment section.

cannot open template file."
I may be having some security issues on the server so I was guessing

might be related.
Does anyone know what that message is saying or how to fix it?
