network icon on taskbar problem

Hello,
Strange problem I hope can be solved:
When a user right clicks on the network connection icon, on the
taskbar, I can not seem to remove the option "open network and
dialup...", and it subsequently opens ie.
While I have locked down the user making any changes to this, and the
subsequent message displays this, what happens next is a "don't have
permission - unable to display page" message appears, and after user
clicks ok to cancel the message, internet explorer opens up with full
access to internet - which I really don't want to happen.
It seems showing the icon itself is an all or nothing proposition, as I
would like it to show for the admin user, but not for the regular
users.
I guess my question is:
1 Can I hide the icon for users but not admin? if not
2 Can I remove the "open network" from displaying when network icon is
displayed and right clicked? if not
3 Can I stop ie from opening after message?
I tried looking high and low in group policy, but couldn't see
anything. I tried removing read and execute on iexplorer.exe, but
didn't work, and tried using appsec to stop ie from opening, but that
didn't work either.
Any help greatly appreciated.
