Windows cannot open template file



When I try to edit the default domain controller policy, I expand Computer
Configuration, Windows Settings, Security Settings. Under Security
Settings, there should be a User Rights Assignment section. I'm missing a
majority of the items under Security Settings and when I click directly on
it, the right hand pane in the MMC window says "Windows cannot open template
file."

I may be having some security issues on the server so I was guessing this
might be related.

Does anyone know what that message is saying or how to fix it?
