Cannot add domain user into admin group for local computers

Dear Friends,
My setup is as follows - Windows 2003 Server Standard Edition with
SP1 and client computers some with Windows 2000 Pro SP4 and Windows XP
Pro SP2. Till recently, I was able to add a domain user into the local
computers domain administrators group. Around 10 days ago I upgraded
the server by replacing a 20 GB HDD with a 80 GB HDD. During this
exercise the Drive with the "Sysvol" folder was removed without the
"Sysvol" folder being replaced in the new disk. When the server was
restarted, there was an error stating that the Group Policies could not
be applied as the "Sysvol" folder could not be found. After some
researching I found that the group policy settings were stored in this
directory and hence this error. I restored the "Sysvol" folder from my
old HDD to the new one.
But then things are not the same as earlier. Under group policy
editor I found that no policy was in place. I added the "default"
policy. After this, whenever I add domain users to local admin group,
after some time, this setting gets reset - the domain user
automatically gets removed from the admins group. I cannot figure out
why.
Please note that I had not done any changes to group policies
after the Win 2K3 server was setup - it was in the default mode that is
setup during the OS installation. So I do not know if the "default"
policy is applied after the OS setup.
Can someone help figure out how to resolve this?
