Set
Windows Firewall: Allow local program exceptions
and
Windows Firewall: Allow local port exceptions

to Enabled

in whichever profile (Standard or Domain) that you want the PC's
administrators to be able to change things.

Then, an administrator will be able to add exceptions, but not turn the
firewall OFF or ON.
