Policy Not Allowing Updates

We are running a network and for some reason the previous administrator had
everything locked down so tight that the machines were not even allowed to
update. I have several that don't even have Service Pack 2 on them. When I go
to install it says that I do not have permission to update Windows XP and I
am the administrator. I have been throuh the local policies and domain
policies to look for what is keeping these from updating and cannot find
anything that would restrict it. We are currently running Windows Server 2000.
I also did look for any GPO's throught the active directory and could not
find anything there either. If you have any suggestions where this policy is
coming from, it would be deeply appreciated.
