how to fully install msi with gpo on win 2k client ?

Hi,
I am just starting to try and deploy some msi packages via our group policy and have it working fine for XP clients, the problems are with 2000 clients which seem to do the on-demand installation. This wouldn't normally be a problem but some of the people who are getting the installs work away from the office frequently so are a bit stuffed if they need to use the applications without first having tried to run it whilst connected to the network.
I see that there's supposed to be a setting to allow me to turn off the on-demand setting and force the installation of the entire application at once, could someone help me out and tell me where this option is, and is it per policy, or for the whole machine ?
