GPO Software Installer MSI issues

still cannot get the install package to work, as well as logging to enable.
Is there any retention period for GPO's... i have no idea why this isn't
being pulled down. I do not see any logs in my %systemroot%\temp folder.

Seems as though my logging isn't working... I set the gp around 8 this
