Hi Paul

Is the Terminal Server subject to a GPO that enforces loopback?

231287 Loopback Processing of Group Policy
http://support.microsoft.com/?id=231287

If it is, and it's in replace mode, the policy which will normally be
applied to the users will be ignored.
