IE Open/Save problems

Ok, I'm trying to open or save a PDF file from a website. I've been sucessful
on other sites, but for some reason this site is giving me trouble. I've
added the site to Trusted Sites. When I click a hyperlink, it will
automatically open the pdf in another window if I'm logged on as admin. A
restricted user gets a dialog box with Open/Save options. When I try to do
either, it gives me the error "IE cannot download closed cluster (filename)
from (website). IE was not able to open this Internet site. The requested
site is either unavailable or cannot be found. Please try later..."
I figured since the admin can pull up this ok, it must be a policy setting
causing the problem. Anyone know of what could cause this? I'm even willing
to allow users to Open/Save from this site if that is possible. The website
I'm refering to:
