delegation administration group policy object

hi,
i want to delegate administration for GPo to a U.O.
i use the delegate control manage group policy link and i join the group
delegating user to the Group Policy Creator Owners
but a user of the group doesn't modify a gpo whose he doesn't the owner( but
he can delete add them)
how can i do the right "modify or full control" for all users of the group
delegating to all gpo's
