GPO to secure DFS Shares?

It there a way to lock down our DFS shares using a GPO?
NTFS permissions is limited as to what I can control.
Problem:
Users have to have to ability to delete files they have put in the one of
the subfolders in our DFS share folder, however, I do NOT want them to be
able to move or delete the folders themselves.
