Undo that policy.
In your logon script, add:
regedit /s \\Server\netlogon\sds.reg
where \\Server\netlogon\sds.reg contains
REGEDIT4
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer]
"Shutdown Setting"=dword:00000004
