Screen Saver Group Policy settings are User settings, not Computer settings,
which means that the Group Policy Object (GPO) containing the screen saver
settings must be linked to or inherited by the Organisational Unit (OU)
containing the User Accounts (not the computer accounts) you want it applied
to. In the Group Policy Editor, screen saver settings are in User
Configuration, Administrative Templates, Control Panel, Display.
Sounds like the OU containing the unaffected department's user accounts does
not have the GPO with the screen saver settings linked to it or a parent OU.
Perhaps Group Policy inheritance is blocked for those OUs.
You may find the GPMC and Resultant Set of Polices (RSOP) feature useful.
Group Policies will have no affect at all on Windows NT 4 client computers
or users that logon to Windows NT 4 computers.
