cache desktop

You know how our public workstations get their
settings (desktop, security, etc.) from Group Policies
administered on the Domain Controller, our problem is
that:

If the Domain Controller is not available (like when we
reboot it from time to time to resolve something), the
workstations lose their connections to it, along with
their settings at the same time. When a workstation
doesn't find the desktop at the Domain Controller, they
resort to a locally cached desktop (verified not the
local user's desktop folder as it does not contain these
icons that are showing up)...so all these foreign icons
that we don't want users to see appear on numerous public
workstations and they don't go away once the DC is back
up and the Global Policy is available. We have to go
around and logout and log back in to force the
workstations to get the desktop from the DC again.

What we need to find is a way to delete them or where to
delete them from the cached desktop so that when the DC
is not available, all those garbage icons (except the IE
icon) don't appear, that would be a tremendous help.
