Controlling System Services with Group Policy

We have a couple of domain controllers, whose system services are controlled
through use of group policy. What is strange is that for the Domain
Controllers Policy every service is listed TWICE. Is this normal? Or has
the person who set it all up messed it up? I sort of figure we have 2
DCs, but the group policy entries are identical and do not discriminate.
