sir/madam

 in a domain with win 2000 server and win xp pro clients, how can i restrict the users from using my self defined customised applications as an system administrator. our domain users are in the habit of loading games, small applications etc and they play wasting resources. i must be able to control them centrally. how can i?

 also, how can i know which restriction or policy is effective to the concerned user.
