Deleting Default Group Policy?

I have a Win2000 Active Directory with Exchange 2000 with all latest service packs. I have OUs for all different locations and departments. In the default policy group configuration I only configured the SUS updates and the accounts passwords policies.

I slowly then started configuring policies for the individual OUs like desktop logo's and screensavers,etc. Yesterday when users log on all of a sudden they don't get the policies anymore so I checked the event log:

""Security policies are propagated with warning. 0x5 : Access is denied.

For best results in resolving this event, log on with a non-administrative account and search http://support.microsoft.com for "Troubleshooting Event 1202s""

I discovered as well that if I log on as Domain Administrator that it says: "Your group policy prevents you from installing this".

I then went and removed every single policy and it's link and only left the Default group policy unchanged but above error message does not change.

I did a search for *.pol and find 8 registry.pol policies. I want to get rid of all of them except for the default one and start over again, how do I know which ones to delete and is it adviceble to delete them?

What will happen if I delete the default one by mistake?
