If GPEdit is showing that the appropriate GP is being applied, the only thing
I can think of is that you have an IPSec policy somewhere that is only
allowing file sharing connections from the fixed IP address ranges you have
set up, and is not allowing access to shares from the IP address range being
allocated by DHCP.
