No. I'm using GP based sofware installations with DHCP enabled and it works
fine.

Are you sure the group policy is being applied to the PC's on DHCP? Try
GPResult from a command line and see which policies are being applied.
It could be that your DHCP server has been configured incorrectly and is
assigning the wrong DNS server, which would result in what you are seeing.
Let me know what you find and I'll see what I can dig up.
