NT won't understand GPOs, you need Win2K clients or newer. But you can
migrate some of the settings in NT System Policies to GPOs with gpolmig.exe
from the Resource Kit.

Migrates settings from Windows NT 4.0 policy files to the Windows 2000 Group
Policy object structure. The location of the registry settings
that implements software policy has changed in Windows 2000 and therefore
the migration might not have an effect on some applications and components.
