Try Daemon Tools. Although this software is designed primarily for gamers, it
can simply be installed and used for up to four virtual cd/dvd-rom emulators.
There are newer versions available, but I prefer version 3.47. Get it here:

I am looking for a CD ROM drive emulator, or as Wikipedia incorrectly
calls it, a "Disk image emulator" (It's not emulating an image, it is
emulating a drive. The image file is real. The drive is not.). The
only one I have found that doesn't have spyware or adware installed in
it that looks like a good one, is one I supposedly already have --
Nero ImageDrive. Well, I opened Nero, saw nothing. I went into Nero's
folder, and there it was, but it gave me an error when I tried to run
it: "The license you are currently using does not allow you to start
this application". How am I supposed to run this program, which I
bought along with my DVD burner (it's not sold seperately)?

Or.. Is there any other way I can do this? I'm not spending another
penny on this. I just want a virtual drive which can mount any iso/bin
I choose on my Windows 2000.
