BITS user rights

Hey everybody,
I am trying to use BITS with one software to transfer files between
servers. It seems to be working with administrator account but not
with Domain User account I created. If I make it a member of a domain
admins it will be working. So my questions is does a user need domain
admin rights to use BITS (Background Intelligent Transfer Service)?
