Windows galore - fighting to stay on show

If a program is called up and I again want it to disappear, hitting the x in the
upper right corner there is no action. The program stays on the screen.
Ctrl-alt-del will clear the screen apart from 2 folders containing shortcuts to
often used programs. However all other shortcuts on the screen are removed and
do not return until a re-boot.

It is also noted that the 2 folders mentioned can be moved with the pointer or
mouse but they leave a trail behind them. That trail stays until another program
is called. If you run any program from Dos, such as ipconfig, the information is
forthcoming but the exit command just leaves the window in place on top of the
other windows.

I do have a backup but would like to see if it is trouble that can be cured.
