Forbidden: Execute access is denied (.ini files)

Hi, can someone help me? i can not access .ini files... i have a
Windows Server 2003 IIS. i do not know whats wrong with it, even my
website host do not know why and how to fix it (my friend).
its for a game;s updater. so it needs to be a .ini at all costs...
