when I insert a blank CD or DVD, the system acts like its trying to autorun -- repeatedly

I have a Windows 2000 Professional system that acts like its trying to autoplay something whenever I insert a blank disc (CD or DVD) into the DVD writer drive. I understand that this might happen once to recognize that it is a blank, but this happens repeatedly, perhaps every 5 seconds.

A non-blank disc causes no such problem (obviously, it may autoplay, but if it doesn't, nothing repeats).
