Just about anything could be running under svchost, you can familiarize yourself with the process and its purpose here: http://support.microsoft.com/kb/250320/en-us

Get yourself a copy of the free Process Explorer utility http://www.sysinternals.com/Utilities/ProcessExplorer.html and see if you can find the culprit using the cpu cycles. Don't discard the possibility of virus or other malware running under svchost, it is quite common to have malware hiding in there, a complete up to date virus and spyware scan is a good place to start.
