Use Printer offline flag

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

I have a win2k box used as a print server. If somebody tries to print when
a printer is turned off the "use printer offline" flag is set automatically,
and of course it doesn't clear automatically. Can that behavior be
disabled?
