How about Right-click on the icon, select Properties |Shortcut | Find Target and Right-click the target again to see what is available. Or you can access it through the Control Panel | Network and Dial-up Connections.

The thing is handled by Rasphone so you can also just go to Start Menu | Run and type rasphone in the dialogue box and click OK. Select the connection and click on properties. There you will see a check box at the bottom, Show icon in taskbar...
