Although Win2K has no built in utility, the msconfig.exe from XP works just as well for Win2K.

I have a toolbar that I can't get rid of and a whole bunch of favories I

There's also a tool pallette of some kind right at the bottom of the main
browser viewing area. That one I can close (Alt-F4) but it comes back after
rebooting.

There is no built in utility to perform these tasks in Windows 2000.
You can control these startup items in the programs themselves, in the
registry run keys or with third party helper applications. You can try:

Don't forget that some items will start as "Services" and can instead be
disabled in the Services Manager.
