This is an example of pain-in-the-neck-ware.
It is a "marketing ploy." Never allow any external agency to fool with your system, especially not for money.
Download and run the freebies Ad-Aware and Spybot, and uninstall that Winfixer thing if it shows up in Add/Remove Programs. Make sure you have a working firewall (there are freebies like Tiny Personal Firewall) and a frequently updated antivirus package (Avast! is a decent freebie).
Tell the kids to stop practicing self-immolation, and to look both ways before crossing the internet.
