Limiting internet access by User not computer

Is it possible to set up a windows 2000 server domain controller with NAT so I can limit what Internet access certain users have. I want the users to be able to log in to any computer on the network and then have only their Internet rights. I basically need three types of users. Those with no Internet access at all but still need network access, those with unrestricted access and those that can only go to certain sites that will be listed somewhere. Can win2k Server do this or do I need more software?
