Dll cache, Services applet and delete Windows Messenger

In the Windows File Protection settings is a setting to limit the dllcache. I wish to limit mine to 100 MB, and so I set it like that. Then I ran sfc with the /purgecache flag to tell it to purge the dllcache. Sfc hated that flag and kept asking for the Win 2K CD the whole time. I rebooted and the dllcache was still at like 234 MB (but 350 MB "on disk" whatever that means). Why won't this dllcache go below 100 MB like I told it to. Can I delete the contents of that folder and reboot?

Also, I would like some advice on turning on or off services. Control Panel - Administrative Tools - Services. I messed around with a lot of them and when I rebooted, my system lost the cable modem. I somehow got it working again, but I would really like some advice on what to disable, put on manual or turn on automatic in that list. A lot of the advice on the Net seems like it's really BAD as far as services go.

Also, I have a program called Delete Windows Messenger. It deletes Windows Messenger. Are there any risks to this program?
