I shouldn't have used F8 as an example. That has a special meaning to W2k as it boots. BUT:

If F8 is putting you into safe mode you have long since missed your chance to get into BIOS. I'm talking about WITHIN SECONDS of the power on, LONG BEFORE the op system begins to load.

But you must find out what key is required to get to BIOS. Call Dell. Go to their website. Google.

I can't make it clearer than that. You'll be better off using Google to learn about this stuff.

Go to the machine's manual.

There will be a key or keys (maybe DEL, or F8, or CTL-B etc etc) to press within a few seconds after powering the machine up or rebooting. There may also be a message on the screen at that time (just for a second or two) that says "PRESS THE [?] KEY TO ENTER BIOS" or something similar. This varies by motherboard. If the machine is a name-brand or you know the mainboard product name try Googling or phoning for tech support. Googling can also get you a list of the most common BIOS-access keys.
