No Desktop on Windows 2000 Server

When I start and log in to a Windows 2000 Server, I get no desktop, no
start bar, no icons, nothing. I do a ctl-alt-del and bring up the
Windows Task Manager, I can run certain programs from there. Also I
checked to it explorer.exe is running and it is not. I can start
explorer.exe but of course all it brings up is the Windows Explorer
window. I am running CA Unicenter and Etrust on this server. It is
running termsrv.exe on this server as well. Any ideas?
