Start Btn 'blinking'

Win2k sp4, matrox G450. A clean install
I'm puzzled by my Start Btn 'blinking' intermitantly.
I've stopped various start up items, but cannot see why this is occuring.
It doesnt cause a problem, I'm just puzzled.
