15 minutes for Login screen to appear

Hi all,
Win2000 Server SP4
Domain Controller
2 network cards (D-Link + 3Com)
1Gb RAM
Serial-ATA drive
This server used to work without problems. Then a colleague of mine
replaced a faulty network card with the 3Com card. Then, for a
totally different reason, he uninstalled IIS and re-installed IIS.
Since then the server stays on the "Configuring to for a full 14
minutes before moving off that and presenting the logon screen.
Conversely the Event Viewer shows USERENV error, all the same :

Windows cannot access the file gpt.ini for GPO. The file must be
present at the location <>. (). Group Policy processing aborted.

I have looked at the Microsoft KB for the above, checked DNS, the
internal network card is pointing to itself, the DNS is NOT a root DNS
server and has forwarders to the ISP's DNS servers. The external
network card (3Com - the card that was replaced) uses the ISP's DNS
servers. Client for Microsoft Networks is enabled on both network
cards with "File and Printer Sharing" removed from the card
connected to broadband.
There is no firewall operating or installed yet.
Any ideas ?
