issue accessing the Default Domain Policy (Need repair)

I am having an issue accessing the Default Domain Policy for my domain.
I am on a 2003 AD with SPK1.
When I review the Default Domain Policy of the domain I receive an error
indicating the file is not in its default location and can not edit or view
the file.
I downloaded the GPMC, when I tried to review the Default Domain Policy in
the group policy objects container, I received the warning that the setting
differ and to check the sysvol. This leads me to a KB article that indicates
that I should apply SP1. After I click past the warning, I can access the
policy. When comparing it to a different domain there are missing settings
in the Default Domain Policy
Account Policies/Password Policies
Account Policies/Account Lockout Policies
Account Policies/Kerbous Policy
Public Key Policies/Autoenrollment Settings
Public Key Policies/Encrypting File System
Public Key Policies/Trusted Root Certificate Authorities
And all
User configuration Setting
HOW can I rebuild the Default policy or reset it to defaults.
