SP4 Express Install without net connection

Hello -

I am trying to install Win2K SP4 on a machine that does not have internet
connection.

Error message on install directs me to Microsoft Download page to obtain SP4
that does not require internet access.

Cannot locate this download on Microsoft site.

Where can I obtain the "no-internet" SP4 ??
