You didn't mention what privilege or permissions are involved. Is NTFS the
file system? What permissions if so? What user rights is incoming session
connecting with?
If permisions and privileges are in corcordance with the requirements needed
to run the console application over the network, analyze what the program
needs to run. Download Process Explorer from sysinternals and check whether
the application relies on dynamic dlls.
