I had did a few settings in Windows 2000 recently such as:
1) disabling users from add/remove programs from control panel
2) adding personal name on Internet explorer "Microsoft Internet Explorer
provided by......"
3) adding customised favourites folder for all users loggin in domain.
Now, I can not recall where I did all of this. I looked in group olicy
editor but it does not show the changes I had made above.

Internet Explorer wont open at all ... I would try going to Control Panel - Add/Remove Programs,... select Internet Explorer and click Change. ... given the opportunity to select Repair.... (microsoft.public.windows.inetexplorer.ie6.setup)
