Logical Disk Manager Administrative Service and Task Manager messed up

I went to change some drive letters and got this error window when I clicked on "Disk Management":
"The Logical Disk Manager Administrative Service is disabled, cannot connect."
How can I enable it?
Also: When I Ctl-Alt-Del and try to access "Task Manager" all I get is the CPU Usage and History graph window.
Did I remove some vital registry key/values when I did some registry cleaning?
