Thanks for your post
In your situation you have to set the print spool service startup mode to (
Manual ) form the Service Control manager, if it works then you have to stop
the service.
If everything fine it Ok , if not restart the computer in the Safe Mode and
then do that procedure withen the safe mode, because the extra services will
be stoped and you will be allowed to stop the services you want.
Note:-

You can disable or enable the services you want under the Recovery Console
prompt after booting from the Windows CD, and when you prompt press (R) then
at the command prompt type the net stop command.
