I was going to type out a bunch of stuff to the best of my understanding but
I'd rather just give you a link to someone's site who's either got more
information or is much smarter than I am or at least more adept with 2k. So,
without further ado:

Note:
a.. Created Files or folders - Inherit permissions of the folder they are
created in.
a.. Moved or copied files or folders in the same NTFS volume - Keep their
own original permissions.
a.. Moved or copied files or folders in a different NTFS volume - Inherit
the NTFS permissions of the destination folder.
a.. Movement to any FAT volume - All permissions are lost.
I was bored and did some reading. If you have a BIT of time on your hands
this seems to be the most positive solution which I've gathered over a
number of sites...
Clone the drive on the old server.
Put the clone in the new server, be prepared to do a re-install.
Use 2k3 to UPDATE (from what I've read this is actually successful most of
the time) the new box to 2k3 from 2k.
If this is done permissions *should* retain their exact state.
I'm not a guru or even GOOD with 2k or 2k3 but this seems the most logical
though a long process.
Wait for a second opinion or confirmation of the above.
