Locked out after changing Domain Security Policy

Hi,
I've been a complete idiot.
I was mucking around with Domain Security on 2K Serv Eval and after
specifying a normal user account that could "log in locally" I now cannot
login to the AD controller as administrator account.
I get the following error when trying to login as the administrator account:-
"The local policy does not permit you to logon interactively"
I tried running AD Restore mode but that doesn't allow me to access
Group/Domain Policy or AD Users and computers.
Please help. Thanks in advance.
