USB flash memory can't be stopped without logging off

On my Win2k sp4 machine, I can't "unplug-eject" the USB flash memory
device without rebooting or logging off/on. This happens after I copy
a file to or from the USB device. The message is to try again later,
but "later" never comes when I have tried to wait just to test it.

The same flash memory device does fine on my WinXP machine when I
choose to "safely remove hardware"...the XP equivalent of the 2k
command.
Is there any workaround for this?
Don't tell me I've finally found something XP does better than 2k!
