Windows 2000 TCP_ERROR

I have a website that runs on a cluster of 3 Windows 2000 servers. Right now
the the version each of the servers is running is SP2. Plans to upgrade to
SP4 should happen within the next month. There is also a load balancer that
manages my web application.
FYI - I am a developer trying to help our SA troubleshoot the problem so I
hope be terminology is understandable.
the Problem:
For about the last month or so we have been experience problems with one of
our servers in the cluster. This is happending about every other day or so.
When I try and connect to my website on the effected server, using the IP
address and port number, I get a TCP_ERROR.
Problem Report: There was a communication problem.
Message ID: TCP_ERROR
To solve this problem the SA has been re-booting the server. We haven't
been experiencing this problem with the other two servers in the cluster only
this one. There are other websites also on this server and when attempting
to connect to any of them results in the same TCP_ERROR.
Is there a log that would show what caused the error?
Does anyone have suggestions as to what is causing this error?
